Ageing-estate zone (Cardinia Lakes, Lakeside, Heritage Springs and the older parts of Pakenham): early-2000s wet areas now 15–20-plus years old, with failing waterproofing as the number-one renovation trigger. The conversation here is strip back to substrate, re-waterproof to AS 3740, and rebuild — often a combined main-bath-and-ensuite program.
Growth-corridor zone (Officer, Pakenham East and the newer releases): builder-grade bathrooms in need of a modern upgrade, plus second-bathroom and ensuite additions for young families. The conversation here is upgrading the finish and, where new plumbing or a moved wall is involved, lodging the Cardinia Shire building permit and building to the NCC Volume 2.
